The bodies of two men were discovered by a passerby Wednesday afternoon in Cameron County.

Investigators say the men were found bound and gagged with gunshot wounds to the head on Old Port Isabel Road, east of Lomo Alta lake.

"Once our investigators got here they realized that the two individuals were actually deceased with apparent gunshot wounds to their heads," said Cameron County Sheriff Eric Garza. "They were bound and gagged. Their hands were tied, so were their feet, and they had tape over their mouth."

One of the victims was a man in his 30s and the other man was in his 20s.

"It's been quite some time that we've found any individuals that had been bound and gagged," Garza said. "It looked like organized criminal activity, so because of the way they were found, that's what we're categorizing them as."

Homeland Security Investigations, a federal agency, is helping with fingerprinting and facial recognition. Garza says the federal database will help to identify the men.

The Mexican Consulate was also contacted in case the victims are from Mexico.

An autopsy for both men was ordered by a Justice of the Peace.
