Water concerns are growing across the Rio Grande Valley as the area enters its third year of extremely low water reserves, and farmers are the ones most impacted by it.

The concerns were expressed at a Tuesday meeting in Weslaco with the International Boundary and Water Commission as they discussed how much water Mexico supplies to the Rio Grande Valley.

Under a 1944 treaty, Mexico must deliver to the United States one out of every three gallons of water it receives from the Rio Grande in five-year cycles.

During the Tuesday meeting, Valley farmers said the treaty gives Mexico leeway on when it has to deliver water.

“The crux of the issue is how the state department interprets Mexico’s ability to defer the repayment of water until the end of the cycle,” Tudor Uhlhorn with RGV Sugar Growers Cooperative said.

IBWC Commissioner Maria Elena Giner says her staff is negotiating with Mexico to make access to water more reliable.
