Edinburg police say Medrano was arguing with the girl's boyfriend outside an apartment on Aug. 29.
He left, but came back and fired two shots at the front door. The 14-year-old was hit twice in the back.
Moreno was reportedly with Medrano at the time of the shooting.
The girl has since been released from the hospital.
