Report: Man found unresponsive in Brownsville jail had “powdery substance” in his cell
The man who was pronounced dead last November after he was found unresponsive in his cell at the Brownsville jail had a hidden bag of a “white, powdery substance” in his cell, according to a report filed by the Brownsville Police Department
The custodial death report was filed with the Texas Attorney General’s Office following the death of 28-year-old Edgar Hernandez.
Police say Hernandez was found unresponsive in his cell Nov. 29 after he was arrested on a charge of public intoxication.

In a November news release, police said no force was used during the arrest, adding that there were no signs of trauma or suicide.
According to the report, EMS personnel who tended to Hernandez “discovered a piece of white toilet paper containing a small clear plastic bag with a white powdery substance inside of it on Mr. Hernandez’s person.”
The report did not state what the substance was.
The results of an autopsy report are still pending, the report added.
