In a new push to get Mexico to repay its water debt, the International Boundary and Water Commission announced a new agreement to provide incentives to Mexico for delivering water into the United States.

The agreement was announced following concerns from local water users, farmers and irrigation districts that Mexico is not delivering enough water under a 1944 treaty with the United States.

Under that treaty, Mexico must deliver to the United States one out of every three gallons of water it receives from the Rio Grande in five-year cycles.

IBWC Commisisoner Elena Giner acknowledged during a Tuesday meeting that agreement hasn't been working since the 1990s.

Under the new agreement, there will be new efforts to find new water conservation methods, and Mexico would receive incentives to pay water debts early.

Giner said Mexico was able to push back water deliveries for years, adding that that has to stop.

The agreement is expected to be signed sometime in December.
