More than $55 million in funding for expansion of Donna international bridge withheld

The release of the more than $55 million dollars in revenue bonds to expand the Donna international bridge will not be disbursed — for now.

The decision was upheld Tuesday after city commissioners talked to their financial bond advisor.

Last month, commissioners voted to hold on to the revenue bonds that Donna Mayor David Moreno said would have been used for the construction of two northbound lanes at the Donna-Rio Bravo International Bridge.

The lanes would allow commercial trucks to pass through the bridge, as only passenger vehicles are currently allowed at the bridge.

“Nobody is against the commercial bridge; it is the way it is financially structured,” Moreno said. “We are just trying to lower the cost of bridge and so forth, and looking at the numbers because before this there was not a lot of transparency. If I didn't get the information, certainly the citizens didn't either."

Donna Place 3 Commissioner Ernesto Lugo said he also wants to look at funding options, and even wants to let voters weigh in on the issue.

“The question is, should it be voted on by three individuals on the city level? No. That kind of money needs to go out to the public — the public needs to decide,” Lugo said.

If the revenue bonds are used, they would be paid back with toll fees, Moreno added.
