Longtime Democratic incumbent Henry Cuellar is facing first-time Republican nominee Cassy Garcia in the District 28 race.
The district covers Laredo and Starr County.
Garcia says she's married to a Border Patrol officer and worked for Senator Ted Cruz for eight years.
"I grew up in the Rio Grande Valley and I spent the last 17 years in public service fighting for conservative principles and fighting to secure our southern border," Garcia said.
Cuellar’s campaign never responded to multiple requests for an interview.
His campaign website says he's served nine terms, sits as the only Texas Democrat on the House Appropriations Committee, and is a strong bipartisan.
