MERCEDES – Flooded homes make a lot of trash; trash that sometimes gets illegally dumped into drainage ditches, but the Hidalgo County is working to make a change.

Four days after the storms, Edcouch neighbors are still mucking through their flooded homes and neighborhood.

Now, she suspects her drains are clogged.

"Somehow they did something with the canals that they're not draining. I don't know what it is but we've never had this problem," says Lomas.

In a press conference Thursday, Precinct 1 Commissioner David Fuentes said precinct crews and the drainage district cleaned out systems before the storm hit.

Hidalgo County Drainage District 1 General Manager Raul Sesin tells us the 2018 June floods didn't stop people from illegally dumping.   

Out of five work crews at least one is solely devoted to cleaning up illegally dumped trash every day.

Starting Monday, Precinct 1 will open the following four sites for residents to legally dump garbage:
