Edinburg security guard charged in shooting involving man urinating in parking lot of state building
A security guard who confronted and discharged his weapon at a man urinating in the parking lot of a state building last week turned himself in to police, according to a news release.
Rufino Moreno, 40, was arrested Monday and charged with discharging a firearm in a certain municipality.
The incident stemmed from an April 5 confrontation where Moreno confronted an adult male after observing him “urinating in the northside parking lot,” of the Texas Health & Human Services building, located at 2520 N. Closner Blvd., according to a news release.

The male attempted to leave the location, and Moreno discharged his weapon at the male’s vehicle after it allegedly struck him, the release added.
The male was located by Edinburg police a short while later.
Moreno’s bond was set at $10,000.
Jail records indicate he was released from custody on Tuesday.
